Notice Regarding Refunds of U.S. Import Tariffs

On August 29, 2025, the U.S. government suspended the de minimis exemption, which had previously allowed low-value shipments to enter the United States without import duties.

Following this change, 8mart has continued shipping orders to the United States via DHL, generally under terms requiring the importer (recipient) to pay any applicable import duties and taxes, in accordance with the standard practice in international trade.

However, on February 20, 2026, the U.S. Supreme Court ruled that the International Emergency Economic Powers Act (IEEPA) does not authorize the U.S. government to impose tariffs.

Following this ruling, U.S. Customs and Border Protection (CBP) began implementing procedures to refund the affected tariffs.

Shipments entered into the United States between August 29, 2025, and February 23, 2026, may be eligible for refunds of additional tariffs imposed under IEEPA.

International shipping carriers, including DHL and FedEx, have been working through the refund process, and the U.S. government has begun issuing refunds for eligible entries.

For shipments where DHL acted as the importer of record, DHL handles the refund claim and, after receiving the refund from the U.S. government, arranges reimbursement to the party that originally paid the tariffs.

For shipments where the recipient was listed as the importer of record, the recipient may need to submit a refund claim directly or authorize DHL to handle the process on their behalf.

This means that some of the tariffs you previously paid may still be held by the U.S. government or may already have been refunded to DHL or another carrier, pending reimbursement to the original payer.

Please note that these refunds apply specifically to additional tariffs imposed under IEEPA. Regular import duties, tariffs imposed under other laws, customs clearance fees, and other charges are not necessarily refundable. Eligibility and processing times may also vary depending on the shipment's customs entry details and current refund procedures.

The tariffs in question were paid by customers to the U.S. government through DHL. They were not collected by 8mart.

Accordingly, 8mart has not been involved in the collection, payment, refund claims, receipt of refunds, or reimbursement of these tariffs.

As these matters are handled between the importer, DHL, and the U.S. customs authorities, we are unable to assist with determining refund eligibility, checking refund status, submitting refund claims, or processing reimbursements.
